Desktop grade OS for Smartphone

First I would like to apologize if you think this is not the right place for this question bu I can't find anything else this is the closest of it.

So there is lots of powerful cpu on smartphones and I have been hearing MHL lot lately and also many docks provide the access to usb mouse and keyboard to it. SO my question is there any effort of porting desktop OS like experience on smart phone . i.e. it will be like android when dock is not plugged in and it will have gnome like desktop manager when dock is connected.

is this possible ? I don't think this is unique and no project started in this direction. or Android has plan for it. this question Any OS in this category or close ? Any Open Source project in this category ? OR any proprietary OS in this category ?

I am planning to start such project so want to check on upfront. I have no issue to working on other project but if there is none then have to start to work on it
